Giving the youngster the job because they were good at art at school is not the answer. In this scenario you would be very lucky to get something approaching professional. If that same person was the boss's child who is going to say it's awful?
Designed by a committee
Generally, though there are exceptions, when documents are designed by a committee they lose their 'life' - the spontaneity goes, the document becomes dull. It has many small bits that each member insisted on, but the cohesion will have gone. The document will not be a success and everyone will wonder why. Conversely, if it is designed by the 'youngster above' it may well have all the whistles and bells and simply scream and shout at the reader.
In both scenarios you will have produced something that is positively negative - (think about those last two words - positively negative - you may as well throw your money down the drain).
